Method
- Peppers halved through the stem and given ten minutes in a hot oven on their own before anything goes in them. Raw peppers finish long after the filling does.
- Rice cooked most of the way, not all — it swells again in the oven.
- Fill loosely with the rice, tomato, onion and cumin. Packed filling swells and splits the pepper.
- A splash of water in the dish, covered, then uncovered at the end for color. Better warm than hot.
