Method
- Peppers and onion in olive oil over medium heat until the edges catch and the peppers go sweet. Fifteen minutes, not five.
- Garlic, then the rice, stirred in the oil until the grains turn glassy.
- Measured liquid, lid on, lowest heat, eighteen minutes without lifting it.
- Off the heat, still covered, ten minutes. Then turn the heat up under the pan for two minutes at the end for a crust on the bottom, and serve it scraped up through the rest.
