Method
- Fennel sliced and softened in oil for ten minutes with the garlic. Raw fennel in a stew stays crunchy and aniseedy.
- Wine in and reduced hard before the tomato, so the raw alcohol edge cooks off.
- Tomato cooked down until it is a sauce rather than a liquid — that is the base, and it can be made hours ahead.
- The fish goes in last, off the boil, for four or five minutes only. It carries on cooking in the hot broth after the pot is off the heat.
